Bulk storage electrolytic capacitors provide energy to hold-up the output during brief dips in the AC supply. EMI filtering is required to reduce conducted noise on the input. Electrolytic capacitors on the output reduce the ripple and noise and improve transient response performance. A relay shorts out a thermal fused resistor used to reduce the inrush current when AC power is first applied, thus saving energy.
